With €3.5 million in European funding (Horizon Europe), the SCUDO project is set to transform how cities plan and manage their transport systems. INOVA+ is a proud partner of this strategic initiative, focused on advancing sustainable mobility.

Transport systems today face increasingly complex threats: sudden floods, cyberattacks, energy failures. These events can paralyze entire cities and put citizens’ safety at risk. The European project SCUDO addresses this challenge with a technology-driven, innovative approach.

Innovative Solutions for Real-World Challenges

Led by ERTICO – ITS Europe, SCUDO is developing advanced methodologies to make transport systems safer, more resilient, and energy-efficient, grounded in data, artificial intelligence, and an integrated vision of mobility.

The project identifies and classifies disruption scenarios, assesses their impacts on different social groups, and tests real-time response solutions. Here, safety is not an add-on—it is central to system design.

Artificial Intelligence at the Core of SCUDO’s Strategy

SCUDO harnesses AI-based technologies to:

  • Monitor transport systems and detect failures automatically
  • Predict the impacts of disruptions using historical and real-time data
  • Support strategic and operational decision-making at multiple levels
  • Help cities plan more effectively and prepare for future challenges

All models will be integrated into a pan-European platform, tested in four pilot cities: Athens, Bavaria, Amsterdam, and Venice—each tackling distinct mobility challenges, from public transport to climate change adaptation.

INOVA+’s Role in SCUDO

INOVA+ is responsible for ensuring that the project delivers real-world impact by leading:

  • Communication and dissemination
  • Knowledge transfer and exploitation of results
  • Development of business models and sustainability plans
  • Support for standards creation and alignment with public policies

This project strengthens INOVA+’s positioning as a key player in the sustainable mobility sector and a driver of Europe’s digital transition in urban planning.

Shaping the Future of Mobility

SCUDO was officially launched in June 2025, in Brussels, and brings together 13 partners from 7 countries. From Belgium: ERTICO – ITS Europe (project coordinator) and Fenix Network Cross-Border Data Sharing Association. From the Netherlands: Technische Universiteit Delft, Ministerie van Infrastructuur en Waterstaat, and De Vervoerregio Amsterdam. Germany is represented by Technische Universität München and Die Autobahn GmbH des Bundes. From Greece: Ethnicon Metsovion Polytechnion, Statheres Sygkoinonies Monoprosopi Anonymi Etairia, and Frontier Innovations I.K.E. Italy includes Università Iuav di Venezia and Comune di Venezia. Portugal is represented by INOVA+.
