The Data4All Test Bed, co-promoted by INOVA+, has already validated 23 digital business models and supported 23 startups and SMEs, providing infrastructure for training artificial intelligence models and specialized consulting. These achievements position Data4All as one of the most impactful Test Beds in Portugal, accelerating digital transformation and business competitiveness.

What is Data4All?

Data4All is one of the 30 national Test Beds approved under Portugal’s Recovery and Resilience Plan (PRR). Developed by the promoting entities INOVA+ and Decsis Iberia, the project provides a technology validation ecosystem for startups and SMEs with products and services based on artificial intelligence (AI) and advanced digital technologies.

The goal is to help participating companies rapidly evolve their Technology Readiness Levels (TRLs) and prepare their solutions for commercialization and international expansion.

So far, the project has supported 23 startups and SMEs, providing more than 40,000 GPU-hours for training AI models and over 5,000 hours of specialized consulting in emerging technologies. Below are some of the companies where Data4All had the greatest impact.

Test Bed Data4All: Innovation with Real Impact

WingDriver: Intelligent Road Safety

WingDriver used Data4All to validate its distraction detection algorithm, specifically for identifying drivers using a second mobile phone. The pilot, conducted with Egis Road vehicles, enabled the company to progress from TRL 6 to TRL 7. With 250 hours of technical support, the startup optimized its AI models, demonstrated real-time effectiveness, and reinforced its commercial viability.

Participation in Data4All was crucial for WingDriver in consolidating its value proposition with insurers and fleet operators.

TONIC.APP: AI-Based Clinical Intelligence

TONIC APP, a Portuguese digital health startup, applied RAG (Retrieval-Augmented Generation) architecture to develop an automatic clinical question-answering system based on AEMPS drug leaflets. With technical support and NLP tools like LangChain and Milvus, the solution advanced from TRL 7 to TRL 8, opening the door to internationalization and new monetization models through subscriptions and pharma partnerships.

Participation in Data4All resulted in a tangible improvement to TONIC APP’s value proposition: a more robust, reliable, and scalable digital medical assistant.

MachineWise: Intelligent Real Estate Matchmaking

Through its PropWise platform, MachineWise aimed to reduce mismatch between real estate supply and demand. The project enabled data integration with Elasticsearch and the use of LLMs for natural language search, resulting in a progression from TRL 4 to TRL 5. The solution is now better positioned to scale in both national and international real estate markets.

The pilot allowed PropWise to evolve from a technical prototype to a functional system validated in a near-real environment.

iLoF: Personalized Medicine with Multimodal Data

Health tech company iLoF used Data4All to redesign the ETL pipeline of its CDL platform, centralizing molecular and clinical data. With a new Data Lake-based infrastructure and interoperable APIs, the company progressed from TRL 5 to TRL 6, reinforcing its value proposition with pharmaceutical partners and research centers.

The intervention strengthened iLoF’s competitiveness and opened the door to new subscription and premium service models.

FlowTech: Smart Industrial Dashboards

FlowTech developed its FlowDashboards module, with interactive Power BI dashboards for areas like production and sales. The intervention structured complex industrial data, resulting in a shift from TRL 5 to TRL 6, and produced a product that complements its core solution, enabling new licensing and subscription opportunities.

This new analytical module creates cross-selling opportunities with existing clients and strengthens FlowTech’s value proposition in the industrial sector.

BYME: Efficiency in Healthcare Services

BYME integrated machine learning models into its bHealth platform to predict wait times between scheduling and conducting exams. Enhanced appointment accuracy reduced rescheduling and improved hospital efficiency. The product evolved from TRL 5 to TRL 6, consolidating the company’s position in digitally advanced hospital markets.

In BYME’s case, the impact of Data4All translated into improved operational efficiency for hospitals and increased technological maturity of the product.

AGIT: Smart Feedback for Physical Exercise

AGIT optimized AI models for automatic recognition of physical exercises, using supercomputing to train and test algorithms. Moving from TRL 6 to TRL 7, the app improved motion detection accuracy, reinforcing its value proposition in sports and education sectors.

The project also increased AGIT’s visibility, opened doors to strategic partnerships, and positioned the solution for international expansion.

Happies: Automated Speech Diagnosis

Happies trained deep learning models for automated analysis of children’s pronunciation. Despite technical challenges with audio data, the solution progressed from TRL 6 to TRL 7, validating the foundation for a remote diagnosis platform with real clinical application.

The most visible impact for Happies was the increased technological maturity and the potential to scale the SaaS solution through automated remote diagnostics.

Test Bed Data4All: From Idea to Validated Tech Solution

Data4All is the bridge between innovation and the market. Whether it’s to test a prototype, validate an AI model, or prepare a product for international expansion, Data4All offers the technical resources, infrastructure, and strategic support needed to scale with confidence. The project aims to continue supporting companies throughout the year. Find more information about the project.
