CEF – Transport Alternative Fuels Infrastructure Facility (AFIF) supports the deployment of alternative fuels infrastructure along the Trans-European Transport Network (TEN-T), reinforcing the energy transition and the decarbonisation of transport in the European Union. The total budget amounts to €1,000 million.

Focusing on five priority areas—urban logistics, public transport, mobility data management, electrification and alternative fuels, and health & mobility—the fund aims to turn tested initiatives into commercially viable solutions that can be widely implemented across European urban areas.

CEF – AFIF: Objectives and Context

This call primarily aims to:

  • Expand the high-power electric charging network for light- and heavy-duty vehicles;
  • Install hydrogen refuelling infrastructure, including in ports and railway stations;
  • Develop ammonia and methanol bunkering points for maritime transport;
  • Support the implementation of electric ground power solutions at airports;
  • Promote interoperability, technological innovation, and even coverage of infrastructure along the TEN-T network.
Eligible Actions
  • Installation of electric charging stations (≥150 kW for light vehicles and ≥350 kW / 1 MW for heavy-duty vehicles);
  • ImDeployment of hydrogen refuelling stations for road, rail, or maritime transport;
  • Creation of ammonia and methanol bunkering infrastructure for ships;
  • Installation of shore-side electricity supply points in ports and airports;
  • Costs associated with construction, equipment purchase, assembly, and technology integration;
  • Technical consultancy, feasibility studies, and other preparatory activities when integrated into the project.
Who can apply?
  • Public and private entities legally established in an EU Member State;
  • Consortia including port and airport authorities, transport operators, energy companies, or equipment manufacturers;
  • Entities from third countries in exceptional cases, provided there is clear European common interest;
  • Projects must present prior financial approval from an Implementing Partner bank or another eligible financial institution.

CEF – AFIF: Funding and Application

  • Total envelope: €1,000 million (General Envelope: €780 million | Cohesion Envelope: €220 million)

Funding modalities:

  • Unit Grants: fixed amounts per charging point (e.g., €30,000 for ≥150 kW; €60,000 for ≥350 kW);
  • Co-financing of eligible costs: up to 50% (or up to 70% in outermost regions);
  • Possibility to combine grants with loans from Implementing Partner banks.

    • Phase 1: until 24 September 2024 (closed)
    • Phase 2: until 11 June 2025 (closed)
    • Phase 3: until 4 March 2026 (final deadline)
